When you choose to confront Wakasa, she invites Naoe to her home for a private discussion. Upon entering, you'll notice a kasa (straw hat) from the prologue hanging on her wall, confirming your suspicion. After some dialogue, Naoe can swiftly end the mission by taking Wakasa's Teppo from the wall and shooting her point-blank.
