In Zenless Zone Zero, exploration primarily revolves around the Hollows, areas corrupted by Ether where monsters lurk. Since New Eridu discovered how to harness and monetize Ether, various factions including the government, corporations, and gangs are all vying to capitalize on this resource. This has led to the rise of Hollow Raiders, individuals who brave these dangerous zones in search of valuable treasures.

Playable characters in ZZZ are all deeply involved in Hollow-related activities, showcasing their impressive or exceptional Ether Aptitudes. Proxies can form alliances with Agents from diverse backgrounds, ranging from Hollow Raiders to construction firms, private institutions, and even government and security personnel.

During the CBT, characters were categorized by Attack Type rather than Specialty/Role, which caused some confusion among players. In response, HoYoverse decided to introduce a role for each Agent, while still retaining the Attack Type, visible in each Agent's stats.
